Donald Notice Celebrates 20th Year at WHGA and Nearly Three Decades in Affordable Housing and Community Development.

For almost three decades, Donald C. Notice has played a leading role in the transformation of Harlem an urban community through the creation of safe, affordable, quality housing, supportive social services and small business opportunities. He has served as Executive Director of West Harlem Group Assistance, Inc. (WHGA) since 1998, where he manages the agency’s seven million dollar operation with a 71-building/ 1200 unit affordable housing portfolio, three subsidiary organizations: two family homeless shelters and a multi-service center.
Over the past twenty years, under Donald’s leadership, WHGA has become a leading community development corporation in New York City. Mr. Notice has overseen 12 major affordable housing and homeownership projects consisting of 625 affordable housing units totaling over $120 million in construction costs. Mr. Notice first joined WHGA in 1992 as the Deputy Director.
Mr. Notice launched his career in community development as Deputy Director at a local Northern Manhattan office of NYC Housing Preservation and Development (HPD). While at HPD he developed and implemented both short and long term housing and land- use criteria for the development of West Harlem in accordance with HPD policies. He enhanced community development and services by solving for potential problem areas while serving as a liaison between HPD, elected officials, community groups, and New York City agencies.
Mr. Notice’s service extends beyond the walls of WHGA as he has lead the community in it’s negotiation with the Columbia University expansion project, serving as Chairman of the West Harlem Local Development Corporation which will allocate $76 million in funding for housing and program supports for neighborhood residents.
He is a Trustee of Lincoln University’s Board of Directors, Board Treasurer of NY Women’s Chamber of Commerce and a Board Member of Community Impact at Columbia University.
Mr. Notice completed his Bachelor of Science Degree at Lincoln University and is a recipient of the Bank of America Leadership Academy.
